Dr Ng Li-Ling
Senior Consultant Psychiatrist, Dept of Psychological Medicine, CGH, and PG Board member

Dr Ng Li-Ling is a Senior Consultant Psychiatrist attached to the Department of Psychological Medicine at
Changi General Hospital and is also the Vice President of the Alzheimer’s Disease Association.
Dr Ng was also tasked by the Ministry of Health to develop and run the Community Psychogeriatric Programme
to help improve the mental health of the elderly.

Senior District Judge Foo Tuat Yien

Ms Foo Tuat Yien is Senior District Judge in charge of the Family and Juvenile Justice Division, Subordinate Courts. She hears applications made under the Mental Capacity Act. She is also concurrently Commissioner, Appeals
Board (Land Acquisition). Prior to this, she had served as Principal District Judge, Civil Justice Division with
a stint as judge-mediator managing the Civil Primary Dispute Resolution Centre, as Assistant Chief Executive (Legal), Competition Commission of Singapore and as Registrar of Land Titles and Controller of Residential Property.

Ms Ang Bee Lian, CEO, National Council of Social Service

|
Ms Ang Bee Lian is Chief Executive Officer of the National Council of Social Service (NCSS).
She has many years of valuable experience in the Ministry of Community Development, Youth and Sports,
developing policies and implementing programmes in the social service sector. She has held senior management appointments including carrying out the duties of the Director of Social Welfare in various social legislation.
She was instrumental in bringing statutory social work services to a higher level of professionalism and with wider community involvement and participation. She was a visiting expert at the UN Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders in Tokyo.
Ms Ang was awarded the Outstanding Social Worker Award in 2000.
In 2003, she was among 12 winners of the Leader Mentor’s awards given out as part of the Global Leadership and Mentoring Congress in Singapore.
She was a member of the 2010 Censorship Review Committee.
Currently, she serves as a Member of the Advisory Board of the Asia Centre for Social Entrepreneurship
& Philanthropy (ACSEP), and also sits on the Films Appeal Committee (FAC). |

Ms Penny Seet, President, Singapore Nurses Association

Penny graduated from nursing school in 1978. Her general experience was in Medical/ Surgical nursing care, culminating in Orthopaedics where she proceeded to pursue her post basic training in the UK in 1988.
She returned to Singapore in 1991 to help set up and managed rehabilitation programs for the Spinal and Stroke Rehabilitation Unit of Tan Tock Seng Hospital. Penny completed her Diploma in Management Studies in 1993
and her Bachelor in Nursing from La Trobe University, Australia in 2003.
Her repertoire of skills include nursing education and its related government funding, course and curriculum development, foreign student recruitment and business development with a private education institution.
She found time to assist in charitable work; firstly with the Singapore Association for the Visually Handicapped
(SAVH) then the National Kidney Foundation (NKF).
She remained active in humanitarian work post disasters – Team Spore in Pakistan earthquake, the Jogjakarta
quake, Mount Merapi volcanic eruption and the tsunami disaster in Java and also peacetime health screening
efforts in nearby Batam or Bintan during weekends.
Penny is into her 4th year as President of the Singapore Nurses Association (SNA). She presides over the Association’s Executive Council, a 14 member team made up of many current Nursing Leaders with 20
specialty chapters, amongst which includes the Psychiatric Nurses Chapter.
She is also a member of her neighbourhood Residents’ Committee and a member of the GPC Health for a
second term running.
Penny is currently the Director of Nursing for the Parkway Novena Hospital (a planned 333 bedded hospital
currently under construction).

Ms Loh Wai Mooi, Bih Li & Lee

|
Loh Wai Mooi is a partner of the law firm, Bih Li & Lee. She was a member of the committee that assisted the
Office of the Public Guardian in looking at the court procedure relating to applications under the Mental Capacity
Act. She is the vice president of Autism Resource Centre (Singapore), a Director of ARC Learning Academy Ltd
and a member of the School Management Committee of Pathlight School.
She also served as a member of -

body to enhance the financial security of persons with disabilities 2005

Ms Joyce Soon

Joyce Soon has been the primary caregiver for her mother who suffers from dementia for about 8 years. She
continues to do so while holding a full-time job.
